Ledcor is the lead partner in the fully integrated Design-Build Pacific Gateway Constructors General Partnership for the Highway 91/17 Upgrade Project, part of the wider Highway 91/17 and Deltaport Way Upgrades program. Pacific Gateway Constructors (PGC) is comprised of Ledcor, Aecon, and BEL Contracting.

This design-build project includes the upgrade of several at-grade interchanges along Highways 17 and 91C, and represents the extension and ultimate completion of Ledcor’s largest civil construction project in British Columbia’s Lower Mainland, the South Fraser Perimeter Road. The staged construction of the new overpass and underpass structures and associated ramps will eliminate existing traffic lights and reduce congestion and conflicts between local traffic, commercial vehicles, and other road users while improving travel safety and efficiency on Highway 91, Highway 17 and, Highway 91 Connector. During the proposal process, the team developed an innovative design for the client that better suited the Province’s objectives as higher volume traffic movements are given a greater priority and increase the performance of the interchange. This innovative solution provided the client with a major cost savings ($5M) compared to the client’s reference concept design.

The project’s scope of work includes complex detours, utility relocation, drainage installation, pre-loading of soft soils, lightweight fills, concrete bridge structures, stone columns, drilled shafts, electrical, and all associated roadworks construction.

The project will include upgrades to the following areas:

• Highway 91 at Nordel Interchange: Upgraded ramps to and from Delta, improved acceleration and deceleration lanes and additional through-lanes for Nordel Way traffic crossing over Highway 91.

• Highway 91 Connector at Nordel Way intersection upgrades: A combination of direct access roads and additional turning lanes to remove one signal light and improve all movements, including significantly improved access to and from the Nordel Way commercial vehicle inspection station and truck parking area.

• A new interchange at the Highway 17 and Highway 91 Connector (Sunbury): Replacing the existing signalized intersection and eliminating the need for an at-grade rail crossing to access the highway.

• A new interchange at the Highway 17 and River Road: A new grade, separate structure will facilitate free-flow access for all movements between River Road from Highway 17 as well as upgrades along the existing River Road.
